Submission requirements
- Quote for every item under the request; quotations are evaluated for all items together.
- One signed original marked "Original" plus one copy marked "COPY"; the original prevails on discrepancy.
- Sealed envelope, addressed and delivered to the procuring entity's address.
- Written in English, in indelible ink or typed, with technical documentation and catalogues.
- Unsigned quotations are not considered further.
Evaluation & award
- Prices in BDT inclusive of all local taxes, carriage, commissioning and one year of after-sales service.
- Only substantially responsive offers are compared on price.
- Amount in words governs a figures/words discrepancy; quoted unit rate governs a line-total discrepancy.
- Refusing an arithmetical correction rejects the quotation.
- Evaluated price includes VAT and Advance Income Tax (AIT).
- Award to the lowest evaluated responsive price meeting technical and financial capability.
Compliance documents

- Tax Identification Number (TIN)
- VAT Registration Certificate
- Specification Compliance Sheet (Attachment-1)
- Bank Solvency Certificate and/or bank statement
- Bidder must not appear on the ADB sanctions list
Service terms
- Service for 24 days a month, 6 duty days a week; Friday is the weekly holiday.
- Overtime beyond 10 hours/day in Dhaka, Narayanganj, Narsingdi, Manikganj and Gazipur: BDT 75 per hour for the driver.
- Night halt: BDT 250 food allowance and BDT 500 accommodation allowance for the driver.
- Provider bears vehicle, driver and maintenance cost; user bears gas/octane, ferry and road tolls.
- Breakdown requires an immediate equivalent replacement microbus; driver absence requires an immediate licensed replacement.
- Payment by A/C payee cheque after VAT and tax deduction; no advance is provided.
- Withdrawal during validity or refusal of award excludes the provider from the project list for two years.
- SEIP-BAPA reserves the right to cancel the procurement wholly or partially without stating a reason.
